Ho Chi Minh City University of Law (ULAW) stands proudly as the only university in Southern Vietnam that offers PhD programs in the full breadth of five law specializations. Training majors:
The PhD in Law program at ULAW offers training in the following majors:
- Constitutional Law and Administrative Law
- Civil Law and Civil Procedural Law
- Criminal Law and Criminal Procedural Law
- Economic Law
- International Law
Enrollment method: application screening combined with interviews with the Enrollment committee.
General entry requirements:
- Graduated with a master's degree in law or a bachelor’s degree in law (excellent grade or higher) with a major suitable to the major registered for the doctoral program.
- Have research experience proved by master's theses, published scientific articles, or work experience of 24 months or more as a lecturer or researcher.
- Have a research proposal and a statement of study plan, research plan for the entire doctoral program.
- Have a certificate of Level 4 or higher according to the 6-level Foreign Language Proficiency Framework of Vietnam or equivalent international foreign language certificates that are valid as of the date of application; or a bachelor’s degree or higher conferred by a foreign tertiary institution; or a bachelor’s degree in foreign languages conferred by a Vietnamese tertiary institution.
Additional requirement for foreign candidates:
Applicants who are foreign nationals must have Vietnamese language proficiency of Level 4 or higher according to the Vietnamese Language Proficiency Framework for foreigners, or have graduated from a university program (or equivalent level or higher) taught in Vietnamese. The second language can be waived for foreign applicants if the specified foreign language is the applicant's native language or the language of the undergraduate or higher education program from which they graduated. Second language proficiency must be proved by one of the diplomas and certificates as prescribed.

- Notarized copies of LLB’s degree & transcripts, copies of LLM's degrees & transcripts; copies of foreign language certificates.
- Proofs of research experience (06 copies of published scientific works).
- Research proposal (06 copies).
- Statement of study plan, research plan for the entire program.
- Letter of recommendation from at least 01 scientist with the title of professor, associate professor or doctor.
- Official dispatch of the direct management agency (if the applicant is a civil servant or public employee).
- Evidence of work experience as a lecturer or researcher (if the applicant is a lecturer or researcher).
Application dates: The PhD in Law program at ULAW receives applications twice a year (tentatively in October and December). The exact application dates will be determined according to the school's annual enrollment plan, which will be publicly announced on the university website. Applicants can contact the Graduate Education Affairs Office for detailed guidance.
Program duration: PhD students with a LLM degree are expected to complete the program between 3 to 5 years. For those who applied directly from LLB the minimum duration for completion of a PhD Program is four years as they are required to complete additional courses to strengthen their knowledge.
